The ability to manipulate concepts, properties, and elements of an ontology (semantic graph), filter data according to known rules, and apply rules for logical inference does not make a system intelligent. Intelligence is the ability to collect facts and construct new, useful rules, ontologies, filters, etc., based on collected facts.
